Missing Configure Option on 2012 RD Web page

I have a RD Gateway server running 2012 in the DMZ that I have installed RD Web Access on. The Terminal server is 2008 R2. I've gone through all the config I know, but when I go to server.domain.com/rdweb and log in, there are no published apps and logging in as an Administrator, there is no configure option.

Looking at the Remote App Manager on the 2008 R2 box, I added the server in the DMZ to the TS Web Access Computers group. I have a checkmark that one RemoteApp program is visible to Web Access.

Looking at some documentation, it seems I need to do something in the configure tab on the page, but do not know what to do to get it to show up. I've logged in as a domain admin and local admin. I've seen a reference to a TS Web Access Administrators group, but I cannot find that group on either server, or anything close to it.

How do I get the Configure option, or am I going in the wrong direction?
