I have a problem with enabling RDP (for admin) via group policy on Server 2012/Windows 8 clients.
The scenario is:
- Windows 2008R2 domain functional level
- Existing GPO to enable RDP
- Works flawlessly on Windows XP, 7, 2003, 2008, 2008R2 clients
As I introduce Server 2012/2012R2 I've noticed with consistency that RDP stops listening once the group policy is applied. If I look at the RDP control panel it appears to be enabled and the options are ghosted out as expected but they do not respond when connecting with the RDP Client. Windows Firewall is disabled by GPO on the domain profile. Netstat -a shows that the server isn't listening on 3389.
I have 2012 and 2012R2 member servers and most recently a DC, all of which stop listening once the GPO is applied. If I deny group policy to these servers they start listening again.
To clarify, this behaviour is only with Server 2012, 2012R2, Windows 8 and 8.1.
Has anyone else come across this before, is there a fix? Any help would be greatly appreciated.

Edit: Also just tried changing the port RDP listens on and rebooted but this didn't make any difference.
