Creating a "dynamic" Start Screen for RDS users

Dear Community,

please have a look at my scenario:
I want to implement a Windows 2012 R2 based RDS deployment where all my ThinClient Users connect to their RDS desktop.

Then they should receive their Start Screen with applications based on their group membership. For example, a user in group "RDS_Notepad" should receive the Notepad Tile on his Start Screen whilst a user is not a member of this group should not receive this Tile.
There should be no other Tiles/Applications on the Start Screen.

I know I am able to do this on the Desktop, but is there a way to do this with Start Screen?

I found this post (http://social.technet.microsoft.com/Forums/windowsserver/en-US/09f29b2a-946a-42b7-9572-fc2e30743cc1/managing-the-metro-start-screen-on-rds?forum=winserverTS) for example, but this is just a workaround which I don't prefer.
I could also create my own Start Screen and export it with powershell (Export-StartLayout) and import it via GPP, but that makes the StartScreen the same for every user and is therefore not dynamic.

Please accept that I don't want to use RemoteApp to realize this scenario.

Is this realizable/feasible or should I stop thinking about it?
