USB redirection with Canon scanner -- driver must be reinstalled

I am trying to get a Canon DR-M140 scanner to work through Remote Desktop USB Redirection.

When connecting the scanner through USB Redirection to a Windows Server 2012 R2 remote desktop session, the scanner device appears in the remote session's device list, but the TWAIN driver does not load. The scanner appears as an "unknown" device and the properties dilalog shows "Device status: Reinstall the drivers for this device. (Code 18)" However, reinstalling the drivers has no effect.

Repro steps:

- Windows Server 2012 R2 server
- Windows 8.1 Pro client
- M140DRIT_V12SP1 driver package installed on both server and client
- RemoteFX USB Redirection group policy enabled on client
- CANON DR-M140 checked in mstsc devices tab
- Connect to server
- Open Devices and Printers
- CANON DR-M140 appears in Unspecified section
- Double-clicking for properties and clicking Hardware tab shows "Device status: Reinstall the drivers for that device. (Code 18)"

Does anyone have specific or general advice on getting this to work?
